Tom Capps (Thomas Wil Capps) was born on June 23, 1904 in Coalville, Oklahoma. After going to high school at Horace Mann (Ada, OK), Capps attended East Central University. Capps made his professional debut in the NFL in 1929 with the Frankford Yellow Jackets. He played for the Minneapolis Red Jackets and Frankford Yellow Jackets over the course of his 2 year career.
