Ross Carter (Roscoe Challis Carter) was born on March 10, 1914 in Republic, Missouri. After going to high school at Lakeview (OR), Carter attended Southwestern Oregon Community College and the University of Oregon. Carter made his professional debut in the NFL in 1936 with the Chicago Cardinals. He played for the Chicago Cardinals for his entire 4 year career.
